Vintage 70s Precious Moments Betsey Clark Wall Plaque Plaster

Vintage 70s (or earlier) wall plaque. It is very ornate and lightweight. Can't tell if it's decoupage, I took up close photos. The artwork looks like Betsey Clark to me. The scene depicts a little girl sitting on the steps of a house. It is unmarked as far as I can tell. It's back is made for hanging. Raised oval shape with decorative work into it. The back has a white chalky look that resembles plaster. It didn't seem heavy enough to be ceramic or chalkware.

The back has a thin paper type backing and it comes up a little if I move my finger under it. I took up close and detailed photos, please check them out as they are part of the description. This very rare and unique piece measures just under 3.5 x 2.5 inches.
